I'm sorry, I forget not everybody knows the stories of this area. In a
nutshell I will try to explain a bit. Uvalde County has two Texas Owned
Navigable Rivers in it called the Nueces and the Frio, These rivers are
State owned and anybody can go on them. The Land owners think they can
claim the Rivers and keep us out, this has been an ongoing battle before I
was even born I have been told. As you might know, about 98% of Texas is
privately owned and we don't have many places we can Wheel , or for that
matter just go and enjoy nature without Paying a entrance fee or licensing
fee. Well, These Rivers you can do just that. Swim , little fishing, some
Canoeing and tubing, and Also 4-wheeling, the bed of the rivers are made up
of small white rocks that go about 15' deep, It requires 4WD to traverse
this stuff, there are stream crossings and then many places no one wants to
hike to so you can find a place to camp, hang out and swim. We have had
Land owners for years building fences, building Dams , bulldozing Large
rocks all to keep it their private little playground. But all of those
things are Illegal according to the Texas Land Office and Texas Parks and
Wildlife and a few others, You can read my informal notes of our meeting

At that meeting a River Advisory Group (RAG) was formed of Land Owners and
Recreational users, mostly 4x4 owners. This was a part of the Nueces River
Authority and they have our notices at http://nueces-ra.tamucc.edu/publicout/preleases.html where you can see what
little was done. As you can see there, Very little was accomplished, the
NRA tried to gain Authority to enforce rules on the river but this was not
possible as you will read in the last notice and basically the NRA dropped
out and us, the RAG too.

So it seems the NRA has other ideas and this Senate Bill 1335 was born, It
went on it way through the legislative process and Senator Truan (sp) from
Corpus added this Amendment through the Texas Senate that has the ability
to prevent access to State owned Rivers. Senate Bill 1335 has been passed,
This Amendment which can be seen at

me it will give an Authority the ability in " prohibiting vehicular access
and use thereof, except by owners of the adjacent uplands and the owner's
agents,....". Making it a Class "B" Misdemeanor. The full bill can be seen

The River Advisory Group was never notified about this and even when asked
directly Conn Mimms who is on the BOD for NRA said nothing was being done
and things would just stay as they were, where in reality he was helping to
write this amendment but just did not want anyone to know about it before
it was to late. That didn't work and some people found out and now we are
desperately trying to put a stop to this. One resource we have found if Mr.
Ernest Garza who is also on the BOD of the NRA, you can FAX him letters
with your Concerns to 361-242-1525. and Call him at 361-241-2452 to let him
know our side of the story. When this amendment was presented to the NRA
Board, it was done so by a Land Owner. According to the Minutes of the
Meeting Alan Bluxom ( Some of you will remember his letters in the paper )
was a Guest at their Meeting April 11th, the RAG was not even notified a
meeting was being held.
I know this will not be easy, but after you read the notes it might come a
bit clearer. But If you want to keep a place that is Beautiful to Wheel,
offers Swimming, Fishing (Small fish), Tubing, and great Tans, Then we need
to contact as many people that are involved with this as possible. Call,
Senator Truan and ask his reasoning behind the amendment, maybe you can get
him or his aid to answer you without hanging up in your ear. He even has a
1-800 number below.

thanks guys. I don't feel like many people are taking this seriously enough. If this passes through the House, it could open new legislation against ORV and general access for all rivers in Tx.
